M E M O R A N D U M TO: All Retirement Boards
FROM: Joseph E. Connarton, Executive Director RE: 2007 – 2008 Legislative Filings

I am enclosing a copy of our draft legislation filed on November 1, 2007 on behalf of the Commission for the 2007 – 2008 Legislative session.
As you will note, in addition to filing the re-drafted version of the reform legislation as reported out by the Joint Committee on Public Service, the Commission has also addressed the issue of hearings being held relative to potential excess earners. The Commission is aware of the sensitivity of local boards as it related to this process and as a result, has filed this legislation.
Finally, please note that within the reform legislation the Commission has once again inserted language which would grandfather administrators who also serve as the elected member of the board.
