This memo announces Chapter 394 of the Acts of 2002 (effective 12/5/2002), which amended G.L. c. 32, §4(1)(o) to allow unpaid town moderators first elected by direct popular vote before 1/1/86 to purchase creditable service, joining selectmen, aldermen, city councilors, and school committee members already eligible under this provision. Eligible members must contribute to the annuity savings fund the amount they would have paid had they earned $2,500/year, plus regular interest to the date of payment. Boards should be prepared to process such purchase-of-service requests from qualifying moderators accordingly.

M E M O R A N D U M
TO: All Retirement Boards FROM: Joseph E. Connarton, Executive Director RE: Creditable Service for Unpaid Town Moderators DATE: December 12, 2002
Chapter 394 of the Acts of 2002 took effect on December 5, 2002 (copy enclosed). This Act allows certain unpaid town moderators to purchase creditable service for their moderator service.
The Act amends G.L. c. 32, § 4(1)(o) to allow the purchase of creditable service by town moderators who were first elected as the result of election by direct vote of the people before 1/1/86. In addition to town moderators, selectmen, alderman, city councilors and school committee members who were first elected before 1/1/86 by direct vote of the people remain eligible to purchase creditable service. Such elected officials must pay into the annuity savings fund the amount which they would have contributed had they been paid $2,500 per year, plus regular interest to the date of payment.
