PERAC Memo #20/1997 notifies boards that Chapter 17 of the Acts of 1997 has delayed implementation of the Early Intervention Program (originally established by Chapter 306 of the Acts of 1996) to January 1, 1998. PERAC MEMO #20/1997 M E M O R A N D U M TO: Retirement Boards FROM: Robert F. Stalnaker, Executive Director RE: Early Intervention Delay DATE: June 12, 1997 Governor Weld has signed into law Chapter 17 of the Acts of 1997, An Act Relative to the Annual Cost of Living Adjustments for Retirees. We will provide you with a detailed review of its provisions in the near future. The purpose of this memo is to notify the Boards that, in accordance with section 9 of that statute, the date for implementation of the Early Intervention Program established by Chapter 306 of the Acts of 1996 is now January 1, 1998. The law also requires that PERAC, in consultation with MACRS, the Massachusetts Municipal Association, the State Retirement Board, and the Teachers Retirement Board, study the Early Intervention Program and file recommended changes with the Legislature by October 1, 1997. We will be establishing a Task Force to conduct the study. That Task Force will have a broader membership than that mandated by the law and will seek the views of retirement board members, employee representatives, retiree representatives, and other interested parties. We will maintain communication with the Boards about this important matter. / sjk
